Looks like the main ingredient is maida/all purpose flour - a mini muttai kos sweet ( a name of a sweet) :) :) ;)

@ Kittymatti muttai kos( cabbage in tamil) is a name of sweet available in south Tamilnadu also my hubby's place... I too laughed a lot at such name when I heard it first ... it is made out of maida and sugar and dropped in big balls and deep fried and served as a tea time snack :) :) :)
